The Circulars menu is only available to authenticated users who have been granted permission to access Circulars. To check if you are authenticated (logged in) have a look at the top of the browser and check that it says "You are logged in as..." next to the search box at the top right of the browser.

Your Party Administrator can subscribe you to various CCAMLR contact lists, including Commission circulars and Scientific Committee circulars.
